In Ramayana, Ravana wanted to harm the messenger twice - one messenger was Lord Hanumana and the other was Angad.

So even before the great battle of Ramayana happened, Ravana was guilty of a war crime - by attempting to shoot the messenger.

The same thing happened to Duryodhan in Mahabharata.

He wanted to capture Lord Krishna who went as a messenger of peace.
